Absentee owner lists, explained

The workhorse list of real estate investing. Here is exactly how it is built, what it costs, and what separates a good one from a bad one.

An absentee owner list is every property whose tax-bill mailing address differs from the property address, taken from county assessor records. Published per-record prices run $0.02 to $0.10 as of 10/10/2026. In Wyoming there are 72,500 absentee parcels, 99.4% with a mailable address but only 7.8% with a connected mobile (09/2026).

How the list is built

Assessor records carry two addresses per parcel: where the property is (situs) and where the tax bill goes (mailing). When they differ, the owner is absentee. That is the whole definition. Everything else is a filter.

The source of record is the county assessor roll. Some counties publish it. The Cook County Assessor posts a dataset called Parcel Addresses with property address fields, mailing fields, and owner fields, and says it updates semi-monthly. The same dataset warns that owner name and mailing address are only intermittently updated in the source system. That caveat applies to every county file.

The raw list from a mid-sized county contains a lot you do not want: apartment complexes owned by funds, vacant lots, parcels owned by the city, and parcels where the mailing address is a PO box in the same town. A usable list removes those and keeps the owners a person can actually reach. This page is one of several in the lists section.

Stack filters one at a time and watch the count. Each filter cuts the list, and the right stopping point is the number you can mail on a schedule. Combining absentee with a high-equity filter or a tax-delinquent flag shrinks the list and raises the odds that an owner wants out.

What a record contains

A record you can act on has the owner name as it appears on the deed, the mailing address (standardized), the property address, property type, year built, last sale date and price, estimated value and equity. If appended, it also carries one or more phone numbers with line type and a verification flag, plus an email.

Not every record has every field. The Wyoming example below shows how thin the phone and email coverage is on a full-state absentee file. Treat contact fields as a bonus on top of a mailable address, not as the product.

What to check before paying

  1. Ask for 25 sample records from your own zip codes.
  2. Look up three of them on the county site. If the owner names or mailing addresses do not match the assessor, the vendor is reselling a stale file.
  3. Ask when the file was last refreshed from the county, and how often.
  4. Ask how many records in your area have a mailable address after address standardization.
  5. Ask what "verified" means on a phone. Name match on carrier data is the bar; a bare address match is not.
  6. Ask whether the price is per record delivered or per record searched.

Reseller B charges only for delivered leads and sets no minimum order. Reseller C sets a $99 minimum. Reseller A lowers its per-record rate on prepaid plans. Always ask whether filters carry a separate charge.

Who uses it and how

Investors mail absentee lists on a multi-touch sequence and call the records that carry a verified mobile. The direct mail prospecting guide lays out the sequence and costs. Every figure is a floor. The arithmetic: 72,100 divided by 72,500 is 99.4%, and 2,020 divided by 72,500 is 2.8%. The lesson is channel choice. Mail reaches almost the whole file. Cold calls without consent are limited to the 2,020 DNC-clear mobiles, so calling works as a follow-up on a short, high-value subset.

A budget check at the published ranges: 5,000 records at $0.02 is $100, at $0.10 is $500. The list is the smallest line in the budget. Postage and printing cost more, so cut the list by filter before you mail it. Questions people ask

Q01Is an absentee owner the same as a landlord?

Usually but not always. Absentee includes second homes, inherited houses sitting empty, and owners who moved and kept the house. Rental status is inferred, not recorded, so pair the list with a rental listing feed if you want landlords specifically.

Q02How do I find the absentee owner's phone number?

Match the owner name and mailing address to a consumer file and a carrier line-type file. A verified match means the same name appears on the number in carrier data. Appends that only match on name hit the wrong person often.

Q03Can I get an absentee owner list free?

Yes, in counties that publish the assessor roll as a download. Cook County, Illinois posts situs and mailing addresses as open data. You then filter it and standardize addresses yourself. Most practitioners pay for the filtered version because county files are inconsistent.

Q04Why are so few absentee owners reachable by phone?

A phone needs a verified match between the owner and a connected mobile, and many owners are trusts or entities. In the Wyoming file, 7.8% of absentee parcels carry one. Mail reaches nearly all of them, so mail comes first.

Q05Do I have to clean the mailing addresses?

Yes. USPS requires mailers using presorted prices to update addresses within 95 days before the mailing date, through a method such as NCOALink. Skipping it means paying postage on mail that cannot be delivered.
